What kind of characteristics should a scout have to be able to tell me how much a team would want for one of their players or why does sometimes a scout can tell me and sometimes he doesn't?

i believe , although not entirely sure that it depends on the two actual scouting stats and the scouts knowledge of that players country

Sorry for the double post but are the scouts in FM2008 any good as they were not so good on other FM games.

I never personally listen to what the scouts tell me because i find them unreliable and inaccurate. if you want to find out the price just scout the player twice with the same scout, that usually works for me.

I think that scout has to have a high determination
stat to be able to predict how much you'll have to bid to get a certain player and if he'll require a work permit etc
