Do staff attributes increase/decrease like players?

For example, if I got Paul Scholes as Assistant Manager, would his stats increase?

Secondly,

Who would win a header; 6 ft 1 (jumping 16) or 5 ft 8 (jumping 16) Does the height of a player necessarily make a difference?

I'd say they are equally likely to win the header. Currently I'm playing as Valencia, against Barca I had had Zigic matched up on Milito (jumping 20, 6'8 v 5'9 jumping 19) and Zigic only won just over 50% of the headers between em, which is a little mental.
