When I was managing Raceview Rangers in Northern Ireland, we made such a good profit in the first season I was actually given a £10k transfer budget the following season.
However, seeing as any players with a transfer value higher than £0 refused to sign for my little team, it made the budget somewhat redundant!

See my Parndorf team. A rather nifty £1 million pounds to spend on players but Parndorf is such a dump, no-one worth anything wanted to come.

In my 07 Billericay save, I haven't once been in the black in the 15ish seasons I've been there.
The board have invested millions over the years just to keep it going.

I did see a page in the game once, and it had all these (what looked like) random figures, and options to look at them in different ways, and little graphs showing you these values rising and falling.
I considered this data for a few seconds, then returned to my squad selection screen.
Later that day, I had already forgotten all about the little screen of numbers and graphs, as my mind wandered to scouting for players, deciding who deserved a new contract, picking a team and tactics for the next game, sorting out the players training, checking on injured players and chatting with my backroom staff about the issues of the day etc.
Then one day much later on, I stumbled across said screen again, and I said "little screen of graphs and numbers, why are you here? Am i supposed to deal with you? Or are you just hiding here as a curiosity"
The screen never replied, leaving me to conclude that it was just a tiny screen, with no voice.

You'll possibly find one day that it speaks through the chairman.
If the graphs all run downwards in pleasingly smooth decline for long enough, it very likely will cause the chairman to say something like "get yer coat"

I'm new here so I expect to get a flame here !!
Surely when a manager takes over at a lower league club he would be forced to work under tight budget conditions both in terms of wages and transfer fees. Therefor to keep the LLM challenge true wouldn't the same apply here - rather than busting the bank to win anyway you can (unless I've missed the point)

No need to worry your point is valid & well put which is all that is expected.
Either way of managing a budget is IMO in keeping with LLM, there are a number of managers that just can't help blowing the budget at all levals of the game & others that show financial prudence that a Scottish bank manager would be proud of.
For every Yeovil there is a Canvey Island.
