Having let my save run to Dec 7th 2007 from a July 11th start date - 35 (I think) leagues from 11 countries loaded, large database, a quick straw poll from 4 more or less randomly picked bottom divisions reveals the following:
Conference North: 16 out of 22 teams started without scouts, all signed by 7/12. Average time to sign first scout: 46 days (high 88, low 25)
Swedish 2nd Div North: All 12 teams started without scouts, 2 failed to sign scouts by 7/12. Average time for the rest to get their first: 63.5 days (high 122, low 28)
Irish 1st Div: 7 out of 10 started without scouts, 1 failed to sign one by 7/12. Average time for the rest: 47 days (high 112, low 25)
Scottish 3rd Div: 6 out of 10 started without scouts, 2 failed to sign one by 7/12. Average time for the rest: 66 days (high 110, low 29)
So it's certainly taking the AI a while, and scouts are certainly in really short supply at the bottom end of things.
