Only those found by the scouts as the player seasrch screen is off-limits due to it not existing IRL.
You could also consider players that are linked to you in the media, players that are offered to you or players that you can specifically impressing in a number of games agaist your team(s) as being legimate transfer target. Of course in all instances it is best to get your scouts to give them the once over before making a decision to bid on them or not.

What about say, players from first teams of other clubs in the same league as you? I generally go looking over their teams and having my scouts check out various people (generally when I'm looking to fill a gap urgently).
My thinking is that generally as they are in the same league as me and we've played them, then I should have a rough idea as to their players and their quality. In real life, even if you hadn't played them, you'd probably have a good idea due to scouting and previous recorded matches as to how good their players are.
Accessing the sqaud screen to filter out potential targets would be a step to far IMO.
You have to ask whether a manager IRL would look through a teams registered players & sign a player based on available stats?
To answer my own question he probably wouldn't. As I mentioned before if an individual has impressed in a game against his team he may ask his scouts/AssMan to take a closer look at the kid before making a decision on tending an offer as that one good game may have been a total fluke, as the saying goes every dog has his day.
