Posted this in GQ, but I know how few of you frequent that forum. The gist of it: the league reform has been implemented in 08, which means that after the first season we'll have 4 playable levels in Germany: Bundesliga, 2. Bundesliga, 3. Liga, and 3 Regional divisions (North, South, West). The new promotion/relegation playoffs didn't make it into the game however.
After the first season, 37 new teams become available to play, so it's a great new LLM challenge. Just holiday through the first season and take over one of the former Oberliga clubs

Great news! Germany now has a playable 4th tier in FM08 Post #2
Amazing I'm trying to remember a time when SI didn't implement a structural change to a league in the game when they had sufficient information in time to do so.

The game went from 3 level and 73 playable teams to 4 levels and 113 teams. I'd say that's a pretty significant change worth getting excited about.
They didn't have to include the 4th tier. A lot more playable clubs mean a lot of extra research for a country they would love to ignore if they could get away with it, so yeah I'm not amazed but very relieved.
