Default Non-EU policies (in lower leagues)

I just started to play with Italian Serie C2/C club and after i tried to sign south american player it said that i can sign only 0 (? ) Non-EU player in season. I could not find this anywhere in game so i am interested is this to be found somewhere? If not could we probably write a list about countries and especially lower leagues and their rules of Non-EU players? Thanks.

IIRC it's not listed in the league rules, I only found out about the signing non-eu players rules whne I got to the contract offer screen.

The rule in Italy is that you can only sign one non-EU player from a foreign league per season. This means that the OP has been using different methods to find players than his scouts, because if the player comes from an Italian team, the rule doesn't apply. Ofcourse, this is only the case in the absence of bugs.

Not strictly true, when I started in Serie C2 I was able to scout within Central Europe

I stand corrected. In my experience, I could only scout outside of Italy from Serie C1 onwards. This was with a decent Serie C2 team, not relegation battlers, so I guessed it wasn't reputation related.

Joren is correct, however the league rules are not stipulated in the "league rules" page; actually very few leagues have the true player signing rules - which makes it frustrating.

The lowest leagues in Portugal do not have them, it is not until you decide the numbers that you come to terms with homegrowns, youths, etc etc.

Also, this 1 foreigner a year rule goes all the way to Serie B, not sure if it applies in Serie A, but I doubt it would there.

yes, depending on the team's riches, you may be able to scout outside Italy (but it limits the number of countries, not the whole "central Europe" region at times... A very cool aspect of the new version, IMO.

I got the SYB rule applied in my first season which considering the number of countries that share a border with Italy is not to shabby.
