When I play Football Manager I use the large database or the huge database (if the option is available) and I choose to play the English league, with players loaded from France, Holland and Brazil. When I want to use my scouts and scout any nation or region, for example if I send a scout to France, and I add specific requirements that I want the players to match, like the player has to be between the ages of 16-19 and press ok, the players are then listed, however there does not seem to be many players listed who are between those ages. But, if I click on the Nations/Europe/France then on the left hand side of the screen click on Domestic/Clubs and then choose a club in France there are virtually 10+ players for each team in France - even more for the bigger teams in France - of players between the 16-19 ages of players that I wanted the scouting search to display, but the scouting search only brings up about 30-50 when there are at least 200 players in France between the ages of 16-19. What I am trying to find out is, why when there are hundreds of players in France that are between these ages does the scouting search not bring every single player up?

Only the players that your scout has scouted and deemed worthy show up on the scoutscreen. Send the scout back and he will probably pick up a couple more. The more knowledge of an area the scout has the faster he can find players.
Your scouts will find players by going to matches, e.g. reserve team fixtures for youth players, that sort of thing. That means they might only find a few players over the course of 3-4 months.
Make sure you send your scouts back as often as possible. If you have several scouts, get them all to scout one country (e.g. by assigning them to different competitions in that country).
Also, if you have a scout over in Brazil, don't have him scout specific players anywhere other than Brazil, otherwise he'll spend most of his time flying back and forth and not attending games.

Agreed.
You scout can only physically make it to about 3 or 4 French games per week.
With the criteria you have suggested, he might find 2 players each game.
So he'll find about 8 players per week maybe.
