Can someone please help me with an urgent problem I have with contracts?

I am playing with St Etienne in the French League, year 2013. My squad is winning the league and the club is loaded (my wage budget is 3 times what I am operating at). I have three key players in the last year of their contract and am at December so am trying to urgently renew their contracts.

I have offrered all three contracts and they have stated their expectations, which I am easily be able to meet. Before they have a chance to respond by accepting my offer, a message appears (as a usual manager inbox message) and simply says 'St Etienne are unable to renew XXX's contract'. No further information is given as to why this is.

I have tried offering double what the players are asking, they are not unhappy at the club and there are no issues with work permits etc., in France.

Has anyone else had this and if so, why can I not renew? I am screwed if I lose these players and since I am now at December, I am reluctact to play on in the game any further as if the problem persists and I reach January, some other club will snap them up on a free.

Nobody seems to know what this is or how it is fixed. If I lose my best players, I am off to CM!!

What nationality are the players?

Maybe they need a Work Permit?

nope - they are EU players, all happy and willing to stay, all wage demands met and exceeded. It would seem that I can actually offer contracts to no players - all results in the unable to offer message. There would appear to be other games had this problem but would like to know what to do to resolved it without losing all my players and starting again!
