What does it mean when a player has - in potentional? Babel has -9 for example..

It means that their PA is random. The more negative the number, the betteer they'll turn out. IIRC, the values are as follows:

-10 = PA 170-200
-9 = 150-180
-8 = 130-160
-7 = 110-140
-6 = 90-120
-5 = 70-100
-4 = 50-80
-3 = 30-60
-2 = 10-40
-1 = 0-20

And a PA of 0 gives a totally random PA AFAIK.

That means that their PA will be randomly generated in every game you start. A -10 PA will have it ranging between 180-200, a -9 PA between 150-180 etc etc....

So its better to have a PA around 180-190 than -10?

Not necessarily. Because sometimes a player with -10PA can have his PA randomly generated to 198 or 199 (never seen 200). Its pot luck how a player will turn out in your game really.
