You can offer contracts to players when they haven't signed a professional contract yet (in which this will cost you compensation, but is till reconed as a free) or offer to players who got 6 months or less on a contract. If they accept your contract offer, they will move to your club at the end of their current contract.

I think the exact date it 29th or 30th December when you can offer players, who are in the last year of their contract, a contract to sign for your club. Its supposedly 6 months before the contract ends. You cant do this with players in the same league though (or is it JUST the english premier league?). For that, you'll need to wait until April I think.
