I've not had any issues. Frank sent me to Serbia, where I manage FK Rad Beograde, and they started with two scouts. Even then, one was poached so I posted an ad and signed on a replacement scout within two weeks.

Managed in Sweden:

75 days without a single scout. None reacting to my add in the job centre. And then I got sacked ..

Managed in Finland:

No reactions at first add. 2nd advert delivered some applicants. One very decent I could sign.

It's a bit hit or miss.

Had a decent number of reactions at my adverts, but most of the scouts were from abroad. I now have a Belgium and a Spanish scout because the only French scout applying had binary scouting stats....

I've added to the post as well.

I've had to press the 'continue advert' button seven times due to the lack of response - not even a rubbish scout has declared their interest!

Bearing in mind I don't have players to cover all positions, I am now getting very tempted to use the staff search screen, if only to find one scout as opposed to my normal two.

I don't want to resort to such measures, which are generally frowned upon in LLM, but I don't think that I should let what I believe to be a bug ruin the game for me.

Any thoughts on this?

If I have to continue it for a tenth time with no response, then I will be forced down the non-desirable route.

As much as I'd rather not, I think it's more acceptable to use the staff search screen in extreme circumstances than using the player search screen.

I suspect that this is a problem with the way staff are generated in the database.
I noticed it in FM07 and from my limited experience so far with FM08, it seems to be re-appearing.

Basically, it seems as if staff get generated in waves, by nationality. So, it'll be Belgian one month, German the next, Spanish the next and so on - although probably more than one nationality each month, and almost certainly not in that order.
Now, this sort of makes sense, but it does kind of screw you over if you're only going to be able to attract a certain nationality to your squad because, for instance your team is rubbish. So, it might be (I don't know, I'm just guessing) that English staff are generated towards the end of the season and without retaining all players, there simply aren't enough unattached staff to go around at the start of the save.
