Hi, i am wycombe wanderers and just been offered chelsea or reading as a parent club, i took chelsea, now i heard they can give you few players to give them match practise, but do i wait for chelsea to offer me some players or do i make a loan offer to the players i want ??

Me too. I imagine it could be a simple matter like a tick-box. Similar to the allow transfer budget tick-box.

Do you guys know if there are other leagues in real life that do not allow LL teams to be feeders (as in England's case)?

What no-ones actually said to the poor guy, is that the FA does not allow English clubs to be a feeder.
Therefore your relationship with Chelsea is "illegal" in football terms and so none of us here do it.
