As a rule I like my scouts to watch a few games before I sign a player. However, as others have pointed out, there are times when that's not possible and so I have to make a decision on the basis of a report card.

I seem to be getting a lot of player offers in FM08 from teams that are completely unrelated to mine (i.e. not a parent team)... I try and scout the players, but many times these are not even playing (teams tend to offer scraps in the league I am playing)... Do you guys think a report card is permissible IRL? I would assume that in desperate times (no players) anything offered for free is welcome?

You'll still have to pay the buy, so I would check him out in some way. At least a few reports cards, but some scout reports is naturally better. They usually play reserve games at least.

Usually get a scout report if no other option is available, which is rarely in my case as I like to plan ahead.
Scout Report --> Trial (if unattached)
Scout Report --> Match report x3 (if at club)

Well, it all comes down to how much you trust your scout.
I don't trust them at all, so if there's some player i'm really interested in signing, i'll probably scout them to death first, meaning 3 at least match reports.
Maybe then i'll have a semi-accurate impression of his skill (or lack thereof)
