I usually check the report card, if he's a bit less crap than the rest of my poofs, he gets to be scouted some more. Afterwards, if I have time, I attend a game of the team he plays for (if realistically possible) to have a look at the player myself. If I'm in a hurry I'll just sign whatever ***** appears

The more you're able to scout, the better the result will be. But if time is a matter (transfer deadline, other clubs already interested, injury crisis, etc.), a scout report can be fine too.
Use your judgement and think about what would be realistic in the given situation.

While i admire your courage by sticking to the rules, and in fact i do
But in recents posts someone mensioned they have used the Player search people want to kill him for using it, Dont forget that the play search as a transfer list which every manager IRL has access to.
As for Scouts i use them more as i enjoy read reports on certain players.

The problem with the way that the transfer list works in-game is the same as the way that attribute masking works in-game. It doesn't.
I can be playing in Serie C2 and be able to see half the attributes for a player in the Blue Square Prem. Which is so lame I'm almost lost for words to describe it.
For me at least, until attribute masking is working properly, the transfer list as it works in FM is off-limits on realism grounds.

I'd never sign a guy my scouts didn't report to me, but I'm not sure why failing to scout in detail would be verboten. It's more likely to hurt you then help you, because you'll waste money on guys you shouldn't have signed. If you can scout the hell of it and never make a mistake, THAT's unrealistic.
Personally, if I have multiple scouts, I'd rather have several of them doing a shallow job on a guy than one who knows his every pimple.
