Hi apya welcome to PSG.
What that means is when he say for ctrl-click layer ie for making a selection using the layer panel.(that make the highlight of previous selection)
> ctrl+j mean copy via layer ( ie if you made a selection in layer one and want that selection to be duplicated to another layer then this command comes in very handy to make a copy of the selection)

This means pick the selection tool mentioned and the operation key while the layer is selected in the layer palate and hit the arrow key on your keyboard.

ie ' V ' on the keyboard and while holding the shift key pressed on the keyboard hit the down arrow on your keyboard one time. Then go to filters menu and add blur>more blurr filter that's it your all done.
And for the opacity .........you will find that in the layers palate> there's a optiion for lowering the opacity of the layer.
I hope this message will help you,if not then there are always big guys in PSG to help you.
Have a nice time here and enjoy PSing
