Default Lower league management - how to build your finances structurally

In my fun San Marino game, I'm in my third season, still in the serie C1/B. Board expectations are still about a difficult season with avoiding relegation as the main target. I've had this target every season, even if the results for the past two years have exceeded this (first season avoided relegation play out zone, second season I even reached promotion play offs!)

The thing that hampers progress most however is wage budget. I have a total budget of 60.000 euro/week and my best payed players earn 4.5K euro weekly. I don't feel like nagging the board for an increase right now, as the financial state went down from okay to insecure (I ran half a season over wage budget... Ouch!)

What are the things I can do to improve my wage budget? Get even better results? Gain promotion? Run well under wage budget for a longer period? Nag the board anyway?

sell some players, that should boost it up as the bigger your transfer fund the more wages you have. Also target free transfers as they demand a lot less than when you are attempting to sign a player on a transfer.
Another tip is to sign players on loan but not to pay their wages, worth a shot.

I haven't found a correlation between transfer fund and wage budget. Which is logical, since transfer funds are "one off" expenses and wage budget are structural expenses.

I sort of know how to deal with low wage budgets (free transfers, loans, renegotiate contracts of existing players, transfer expensive players away), but what I want to know is how I can manage my finances in such a way that the board will feel inclined to increase the budget the next year.

By the way, one way to increase it drastically is to gain promotion... I just managed the jump to Serie B

sell your best players and sign youth to replace them. will be much cheaper and get you a bit more money, also they will not want as high wages

I know how to handle a low wage budget and stay within it. That's not my question.

What I want to know is how to actually increase the wage budget itself, preferable without nagging the board with a request.

win a trophy, get promoted, or use sugar daddy. Sugar daddy ruins it though.
