Yes.
Limit is needed on console games because console manufacturers (Sony/Microsoft etc) want a specific end point to the game where it finishes.
Obviously the 30 season limit is implemented by SI based on data and memory etc but you can start another game in a different save slot once you have completed 30 seasons.

suppose you could also look at this from a realistic point of view... even if a someone (eg; a player) moved into a management at 35, its unlikely they'd still be managing 30 years on at the age of 65!!?
