Default Transparent or Opaque Logos

I have a logo of my own and I am trying to replicate the effect of the 2 logos on the following web page.

I have tried desaturating my logo and reduced it's transparency, as well as the fill to get this effect. Unfortunately, neither has worked. Does anyone have any ideas of what could be done to replicate this effect? They are nice soft images that add texture and depth to the page.

What to look for: The first logo is in the header. The second logo (which is the same as the first) is in the middle (or white content area that lists the departments) of the screen. It is located in the left bottom corner.

Any help or insight is greatly appreciated.

Thank you,
Cardinal

It's all about opacity. Take for example the top logo; I added a black stroke on a separate layer and changed the opacity of the layer to 21%, resulting in the stroke having the same RGB value as the other darker parts, which is 114,0,0. I don't understand why changing the opacity doesn't work for you Cardinal... \:/

Can you explain step by step how you go about prepping the file and performing that action? There is very likely something in the process that you're using that is going awry for you.

It might also depend on the nature of your logo. That Utah logo is just a single colour. If your logo has varying shades of colour (or grey) then you probably won't get exactly the same effect.
