I'm no computer whizz but I think I know the answer to your question and that's no.
Stuff you download/save (FM games, Word documents etc.) get stored in your hard drives which is basically like a virtual filing cabinet.
The RAM is memory used for running processes in real time and is fixed value at the time you buy your computer. Apparently it isn't too expensive to increase RAM, you just buy sticks and plonk them in your PC/Laptop. I've never done this myself but I'm sure someone with some technical knowledge will post to give a better description.
My understanding of it is basically this. When you open up an FM game it gets put into the RAM which is where the processing occurs. The more leagues you run, the more players there are, the more updating and rewriting of your FM save game that has to occur. So depending on the size of your save file and your RAM the slower/quicker it will be. The same applies to loading the editor.
As well in XP there is 'virtual memory' whereby the PC takes some of the memory from your hard drive and uses it when processing as RAM. So theoretically if your hard drives are full to the point that there isn't sufficient memory left to allocate to the 'virtual memory' this can slow processing down.
Having written all that I say again I am far from an expert so if any tech heads want to poke at the holes in my explanation and throw a few 'noob' exclamations my way, then knock yourselves out
