I always appoint a Assitant Manager with Motavating above 18, 90% of the time let him do the half time talks, but if it's a 1 player morale issue I will do the individuals team talk, and let the assistant do the rest.
Works for me with Aberdeen, 2nd in league in first season, currently 3rd in 2nd season.

| Is it only the motivating attribute that influences team talks?

I tend to see what he thinks before deciding what to 'say'. It's the equivalent to walking off having a natter about his POV, to me.
Depending on the opponents and my overall impression, I usually go for 'encourage', 'disappointing', or 'don't let the performance drop!'
The problem with the latter is that it can make players nervous, especially if they are low on morale or have made a mistake (which makes sense).
I have gone with 'Pleased', but only on those occasions where I really couldn't ask any more, for example in cup games or matches in the league where my bunch of cloggers are clearly outclassed by a superior team.
At half time, I never use 'delighted' even if their match morale is superb and they're all on 8+. I saw a mate do this in a previous version, where he was 4-0 up and his players were nearly all 9s or 10s. He lost 6-4 and his players, even his subs, were useless for the entire second half (it was 4-3 by the 55th minute).

I always go with my AM. I sometimes wonder what he's doing when he tells them that the pressure is off in a CL game... but it seems to work. I find the feature very tedious at best. Could do with alot of improving for FM09.

I use AM about 80% of the time, and them edit some individuals.

i  stopped using AM ages ago. my favorite one has to be "expect much better" at half time. when it works and you comeback to win
especially when one of your players comes out and praises your words of wisdom at half time.
also, i read in another topic that making a subtle change to team instructions or player instructions help, as the opposition will do the same.

When none of your team has 8's, telling them they're Disappointing usually motivates them ,especially if you have a determined squad. If it was a god awful performance, Where's The Passion or Expect Better usually works.
I would only use Pleased if they were playing really well, with lots of 8's. If not, telling them not to get Complacent can sometimes give them "Focus", which lessens the chance of mistakes, and improves your defenders' awareness.
