I`ll give an example:
IRL in polish 1st division even weaker sides send their scouts to Brazil and central america. They have low reputation and arent very wealthy.
In FM i can scout only in my region which is unfair, because AI amatuers teams makes lots of offers for players playing abroad!
I`d suggest restricting the scouting regions only by finances. Even better would be putting a separate table in FM finances card to show scouting costs (for every scout). And then player would decide if he can afford long trips, or not.
I hope scouting will be changed in FM 09 as IMO this is one of the most enjoyable part of the game.
