Depends on the image, but in most cases the clone tool will do the job just fine. If the lines are pretty straight, then you can use this technique to speed things up: http://www.lunacore.com/blog/?p=62

I just tried one small section, as you can see it works perfect. Don't expect a one click solution though, you do need to take some time for this. Did you try the trick on the page that I linked to in my first post, it's actually written by me and actually shows how easy it is.
Your image has one handicap though, which is that it's really small and it has some Jpeg artifacts. So after cloning you might need to use the healing brush or some slight gaussian blur applied to a feathered selection of the sky.

Just make sure that you zoom in. You might also want to have a look at this one: http://www.lunacore.com/photoshop/tutorials/tut019.htm
It's important that navigation in Photoshop becomes second nature, because it helps to finish tedious jobs like this much faster. A good start is to remember that the space bar always turns the current tool into a hand tool, which is great if you've zoomed in a lot.

If you want to save a lot of time, use your Lasso tool to select a large area of just sky and wires.
Copy and paste the selection.
With the Move tool and the arrow keys, gently nudge your copied selection up or down 2-3 pixels.
Merge down.
