I think it could very well be exactly what it looks like. Waterbased colours. Get your kid to cover a paper with it and scan it. Good start anyway...

Sometimes people use filters to make such a background, in this case however I get the impression that photographs were used (or special brushes), everything colorized and a few brush strokes applied to the edges. Nothing really difficult to be honest.
