Default Resizing for printing on T-shirts

hello, all...

I am on a Mac G4 running 10.3.9
I use PS7

and here is the question...

I must size an exsisting image (original is at 3980 X 2839_300ppi);
It must go to 2000 X 2000_200ppi, fitting into a 10 X 10 template.

Well, I did this. We ordered a test shirt and the design looked like &#$%@*!!!
breaking up; no sharp lines, etc.

I know this COULD be due to their printing, but want to make sure that I did
EVERYTHING right as to the resizing.

Does ANYONE have any suggestions as to how to do this right?
In my question to the site (CafePress) my reply said that I should ask PhotoShop (Adobe)
how best to handle this___basically saying that we are on our own!

If needed, I will post the img and template, if this helps.

PLEASE!! I am really MOST confused! Being SO used to seeing a product BEFORE delivery, I
am at a loss as to the corrections!!

Only thing I can think of is that I`ve noticed before that when sizing down, if you reduce by an odd percentage, jaggies abound.
For instance, if you reduce by 67%, it looks like crap. If you reduce by 50% it works fine.
Not sure if that helps...
