Greetings bamb(o0)cha, welcome to the community. Hope you enjoy your stay.

If i'm reading you correctly, you want to create a kind of tattoo effect. No problem. [righton]

Simply import your 'tattoo' image into your photo image. Put the tattoo image on a layer above the photo, then set the tattoo layer's Blend Mode to one of these that suits you best: Multiply / Overlay / Soft Light.

You may also want to play with the Opacity of the tattoo layer to get a slight bit different look to the effect.

And in case you don't know this...
If you need to remove the tattoo image from the eyes/lips of the person, just add a Layer Mask to the tattoo layer and using a medium sized soft brush, paint with black over the eyes/lips. Be sure you're painting on the Layer Mask though, not the tattoo layer itself.

It looks like the Displace filter was used for that image, as the "tattoo" follows the shape of the face. Note the cheeks and brow bone areas.

Yup, didn't notice that at first. My screen rez is high and that sample photo is TEENsy. [bustagut]

But i agree with MsOz, Displace can be used to mold the tattoo around the curves of the face.

Create a duplicate of the facial photo, then convert it to Greyscale (IMAGE/Mode/Greyscale). Save the image to your desktop or somewhere else convenient. When asked to 'load' and image within the Displace filter dialog window, browse to that greyscale photo and load it into the filter.

TIP: this will take a few times of experimentation to get the right settings for the filter. Start out using low % settings, like 10% for both directions. If the tattoo gets too broken up, drop the settings down. You may also benefit from blurring the greyscale photo but 0.5-1px. This can sometimes help soften the displacement effect.
