Default Transparency

I have an image that I would like to make transparent or semi-transparent so I can tile it as the background of another image. I want it to be transparent enough that I can have text over it, but still enough that I can see the image itself.

In that case you need a seamless tiling texture that you can add with:

a) the Paint Bucket tool set to pattern (the opacity of this seperate layer changes transparency)
b) a Layer Style with Pattern Overlay selected (the opacity of this effect changes transparency)
c) a Pattern Fill layer (the opacity of this fill pattern layer changes transparency)

I think he's talking about "ghosting" the image.

That really depends on the image itself and how much you want to see the background through the image or if you just want the image toned down so that you can read the text.

If you just want transparent, reduce the opacity. If you're looking to make text more readable, but you don't want to see "through" the image itself... try putting something like a solid color over the top of the image and reducing the opacity of the solid color layer so that the original image isn't completely obscured.
