this is a vector image. do you have illustrator or zara x or extreme, or freehand or flash? best to do this kind of art in a vector program. It can be done in PS however, question is, can you draw? because it would be all freehand drawing and pen tool work. The pen tool could be a bit advanced for a novice in PS ( or any other app )
