As Gaussian said, it depends on the actual image... but real scan lines are the absence of image data. Since there is no data there, there is nothing to remove. Tutorials on making scanlines basically simulate this by covering certain portions of a picture with black or other things to make the scanlines, effectively destroying the data in a flattened image. Either way, the data is gone. Without the picture data, there is nothing to fix. All you could do is try to minimize the damage by judicious cloning and blurring.
If you post an image, it might make it easier to give specific advice, but I wouldn't get my hopes up. Sorry.
