why don't you post a photo of what you want converted to the doll? That way we can take a look at the project and advise more precisely. Most anything can be achieved in PS unless, of course, the photo is a low quality 'snapshot' in which the subjects face is 1/4". That would be much more difficult.

I agree... this IS possible, with a decent quality and size photo to work with.
It IS however going to take a good amount of work to do.
I immmediately see 3 main things that'll need to be done to the face:
1) Increasing eye size and shape
2) shrinking the nose down next to nothing
3) Heavily altering lip size and shape
An additional effect might be to smooth the skin out to a synthetic/plastic degree.
These things are totally possible with PS. But getting the exact look of the brats dolls might prove a task. Especially if you're looking for complete realism.
How much time do you have to pull this off? And how many photos do you have to do this to?

here are a couple of photos. i have photos out the wazoo. she's an only child. will either of them work?
she graduate in May 2006. i don't have a job. well, one that i get paid for. i have time. i'm just a real newbie to PS. i love playing with PS. i just haven't come up with anything worthwhile. it's all very overwhelming to me. it's awesome.
i'm not looking for complete realism. just something different & fun.
photos to come. still too large.

Ok well it sound like you have all the 'requirements' to do this so... let's see what we can make happen.
The closeup shot will work best.

Ok initial go at this. I may have gone too far in a certain direction. [honesty]
There are tweaks to be had here of course. I didn't go "all out" with the details. (like the eye lashes could be lengthened to match the dolls) But this should get one off to a ripping start i'd imagine.
