Wow i love bank charges. haven't checked my student account all summer as there was still 300 quid in there for various bills, and i check this morning to find im at -391 quid, and 9 charges of 38 pounds for each time i have gone over. baring in mind the first time i went over was by 19p, and they charged me 38 quid. i have just explained to some woman on the phone at Natwest, and she was lovely and rude as she explained the clearly hard to grasp test case that i have heard about in the news, and that there is no chance that i will get any of that until the case has been resolved.
These 9 charges came from the same company, so the fact I have gone 19p over in the first place, kind of angers me more, as its now cost me 350 quid for 19p.
I think that whilst they were making repayments when this whole controversy kicked off, you're much less likely to get anything back now. Some massive threads in here about it somewhere.
I think a visit to your bank and a chat with the manager of your account would be the best idea.
Seeing as it is a student account and the amount you have gone over, you should have a case for having them annulled.
You could always remind that "there is another way" to do banking....
I left my student acount at £1,250 overdrawn for about 3 months after i finished uni and they just passed it onto a collection agency and i got blacklisted, so think yourself lucky.
Apart from the cry suggestion, I can't think of anything else. Maybe go down the bank and beat someone up?
cheers lads. i shall take docker's advice and schedule a meeting with the manager of my account. I think if they don't give me the money back im going to move banks. i made sure i saved this money for leeds fest as well, as i have a 200 quid overdraft, and now i have nothing. bastards

So is there anything i can do? help needed
The woman was correct in saying that there is a freeze on the general bank charge reclamation that was going on across the country, so down that route you would have no luck in the short term.
However, the fact that you now have this £350+ bill from a shortfall of 19p suggests to me that it would be worth writing to the bank to see if there is anything they could do. I think that individual bank managers do have leeway in these circumstances, so there's no harm in trying. However, they could simply say that it is your responsibility to check your account, and keep them updated with your address details, to avoid this sort of circumstance.
Other than that, go here. That's a direct link to the bank charge reclaiming forum, where people have a lot more knowledge about these sorts of things, and the main website is an absolute must for money issues generally.
