| If it's a written reference it will generally be up to the employee to pass it on although once you have someone on your CV the new employer can request a written reference without you knowing, or sometimes they might just ring the referee. Therefore the advice would be to get a written reference whenever you leave a job, as if it's no good then you'd just have leave that person off you CV.
Ofc always ask someone if you can put them down as well. If I was asked and didn't think I'd be able to give a good reference I'd refuse.
