I'm surprised blair got completely hooked and mi6 couldn't find any contradictory information of their own (since I'm sure they were also in contact with french intelligence).
Blair was just as keen to believe the evidence that supported war and ignore the rest as Bush was.
I'm sure that exactly as with the CIA, at some level MI6 would have had the alternative info, and at higher levels it was being ignored as it didn't fit their goals.

powell was a guy courted by both sides to be a presidential candidate. impeccable military record. brought on as secstate because of his credentials and experience. his reputation was everything to him. I'm honestly amazed that he put everything on the line based on the word of george tenet without a seat at those critical meetings to get all the information.

for international intelligence, the cia is the last stop. other agencies may collect pieces of information but it's up to the cia to put it all together.

does it matter? he's been disgraced. he's barely popped out of his shell since he left in 2004 after being a fixture in washington for 15 years prior. complete deniability may work in his favor in his autobiography, but not really in the eyes of the public.
