I assure you they werent necessarily eyeing up every individual and deciding theyd rather sit next to someone else.

I've done the same before myself, just for some reason dont take the first available seat, just keep walking for a bit.

I rarely take the first seat available, even in a completely empty bus. Can't really specify which criteria I use, but I always walk past a few rows unless of course the only available seats are right at the front.
