Rap and hip hop just uses direct rips, most other music is, as you say, referencing.
I think most musicians, especially those who music was being sampled, would be inclined to agree as well.
It's not a complaint in any shape or form, but it does bring up the question as to whether the song would still be the song without the sample.

And it doesn't just "use direct rips." You're simplifying hugely.

Do people take to a rap record because of the rapping on top or the sample beneath?

I would hazard a guess that what drives a lot of people to a tune is that they recognise the tune (sample) first.

Well this started with the Kanye West/ Daft Punk track which is a huuuuuuugely direct rip.

It depends. Some take it on the rapping, other take it on the beat. I'm not going to listen to a song just because it has a specific sample that I may have heard or something.

Thats speculative. Good hip hop recontextualises a sample completely and in turn transcends it.

The Daft Punk track itself uses an Elvin Birdsong track. Is that what drove you to it?

That's some chunky word usage going on there.

It's still the basis of the tune that they use and trade on.
You always here the tune before the rap and that is what you first recognise.
Once your brain has tuned into the track then the listening of the rap above it takes over.
They are two complementary parts but the fact still stands that one can stand alone without the other, but not the other way round.

Kanye creating a media storm? On the day his new album is released? Who'd've thunk it.
