Could be similar to the one Notts Couty inveiled "Vision 2012". Doesn't say anything except £5 Million is need and there will be an on and off pitch improvements.

Paul Scally put a five year plan in place at Gillingham in the late 90's, which was supposed to end in 2005 with GFC in the Premiership and in a 20k+ all-seater stadium. Where are we now? About to be relegated from league 1 with nigh on 15 million worth of debt.
They don't work, at least not with a monkey in charge.
