When I lost my mobile phone and called the local Police station I was told that they don't give out crime reference numbers anymore, at least for lost/stolen mobiles.

I work in a police control room and it basically depends on how quick you want a crime ref number.
If you want one quick go into the station. If you can't be bothered phone up and say it was stolen from your bag. They get some details from you and pass it on to the 'tel crime team', who'll phone you back and take the report over the phone. Could take 2 days though.
