Erm :/ It was black and official looking, I guess.

I think it was the fact he was clearly in a hurry, got the mind racing about possible real life Pat Sharp = Jack Bauer situations where he was somehow revealing a massive conspiracy or overthrowing a corrup system or something but was still nice enough to give a thumbs up despite the grave importance of the folders contents.
