OK - the top and bottom of it is that I have to share a desk with this fella in our new Student Union office. He is obsessed with keeping things organised. He is the Union secretary which is great for filing as I know I'll always be able to find things, but it is really annoying.
Examples:

He tidies the drawers and puts everything in rows, e.g. pens and then looks really distressed when you open the drawer and they (expectedly) move around. Books or directories are laid flat in the draw side by side.

He carries a list of "PROCESSES" (things to do) around with him. This list is updated daily.

This piece of paper regularly contains things like "sort files on external hard drive" - he does this over and over again.

He has a sheet (work in progress, I am assured) that shows his filing system for HOME. It contains physical and logical processes, it centres around a box labelled "ME" and has arrows pointing to and from it. This can be modified and improved for literally hours at a time.

All computer files have to be saved in capital letters.

He files notes that I leave him. Notes that sometimes say "call Sue" or whoever and even when he's actually done it.
Anyway, from this I am concluding that he has OCD. I don't know whether to talk to him about it (I don't think he even knows he has it?) but it is really doing my head in because I can't open the drawer without having my cable ties lined up in a row because I haven't actually got around to putting them around cables...
Any advice?

A mate of mine has this, he pins his mail on a noticeboard and everything is precisely lined up. Hours of fun knocking one off line whilst hes out the room.

Because I'd rather have the drawers the way I put them, which, though appearing slightly messy were actually organised and allowed for easy item retrievable.
He asks me what I think about these processes. I think he should stop.
I'd rather it if files were kept to standard capitalisation as I find them easier to read
He keeps his file of notes AROUND the desk which are easy to fall over
