Well basketball is generally considered as the 2nd most reputable sport. Even in some countries the people don't care too much for basketball they have good national teams and leagues such as: Spain, Italy, France, Germany. Why England can't make a competitive team as above countries or even a team that can qualify to Eurobasket which smaller countries qualify very often like israel, lithuania, Latvia or Croatia?

tbf its actually big in spain, Greece, Serbia, Turkey. So its quite big in Europe. Probably is there 2nd sport in those countries behind football.
