It probably also has something to do with how much they trust the ref and how experienced he is.
For example, when I did debating intervarsities, the rule was that you couldn't have an adjudicator from one of the participating universities. The only exception to this was in the finals where you had a panel of adjudicators and the panels were picked from the very best senior adjudicators. They were judged to be better at it, and more impartial.
