It worked like that in F1 quite a few years ago, but then they changed to 12 laps, one-lap shootout, and now the 3 seperate sessions.
I think GPRO have just gone for the version that best fits the purpose, as well as not making a rod for their own back by mimic'ing the real F1 rules and having to re-code qualifying every 2 years

That and the fact that having everyone do three distinct sets of qualifying for each race would be impractical - either everyone would have to fit a GPRO session every day, or they'd ahve to pretend the slower runners never did their Q2s and Q3s.
Eitehr way it'd be a bit silly, especially when the current system works well enough imho.
