You missed the quote is all. The 'strange' third question was about Kerry's purported (?) membership in the Yale secret society, Skull and Bones, which, in combination with the kid's behavior to this point, made everyone decide he was potentially unhinged, rather than just overly obnoxious.

Bush was also in Skull and Bones, and implying that this had some impact on Kerry's loss to Bush in 04, or that it was relevent to anything at all, would strike many people as strange and conspiracy theory-ish.

It's more that 'strangest' implies that the other question was 'strange'. In all fairness, it isn't a very strange question, IMO. The skull and bones one is, I suppose, even though 'talk like a pirate day' is coming up.
