 Blured Picture
I would work along these lines...
I painted the following with 50% opacity 50% hardness of brush:
Sampled color from the t-shirt and from clean brick before painting.
-The black T-shirts to off set the blur.
-Painted the darker smudged brink the same color as the brick beside it, to off set the blur on brick
-added a very mild low low blur to try and mello the pixelation.
-at the end used the unsharpen 55/.05/0 Nothing magic about these numbers just happen to use them.
Went around with the blur tool trying to soften some edges and sharpen tool to make edges ..making little spot clean ups.
Well for what its worth that's what I did..there are probably a zillion better ways to do it.
Oh yeah totally cropped out the person on the left..way to much work. Hope they were not the subject of the photo..lol
