The requirement for a survey to form part of the HIP was abolished, partly because there weren't going to be enough of the property inspectors, and partly as no buyer or buyer's lender was going to trust the reports.
The HIP pack is basically a copy of the legal title, a few forms filled in by the seller about things like have they built an extension, have they rowed with their neighbours, etc, and then the searches (presumably local, environmental and drainage) which would previously have been done by the buyer after their offer was accepted.
Plus this "efficiency report" telling you how well insulated and so on the house is.
If you're selling a flat, you have to give a copy of the lease, service charge details, and the like as well.
It's all an enormous **** up by the government so far as I can tell, pushed along by the larger and more powerful interest groups within the housing market.
