Right then.........
The sales operations for both Sky and Virgin are separate entities from the subscription arms due to the channels they represent.
Sky and IDS (who handle Virgin) sales, represent a large portfolio of stations, some they own, some they don't. It is this simple reason which means that they have to be kept separate.

| So are you saying that there isn't someone higher up the tree in both Virgin and Sky comparing the projected drop/hike in revenue from each arm, to see which way is the best to go overall (and that's ignoring whether they've got the numbers right or not)?

Of course, but only in relation to the stations they own.
The Sales Houses take money in relation to the numbers of viewers a channel receives and then portions it out again accordingly.
Therefore if it was seen to be favouring one it its own channels to the detriment of another, they would lose that station pretty quickly to another sales point.
Also it would be of no interest to do this as you would lose market share, thus weakening your negotiating position when it comes to getting money out of the advertisers.
