I was buying fags and matches at 11. Either for my mum, with a note, or for myself. I never got refused the matches, but often for the cigs.

Yes I know it's stupid, I made this point when I found out. Also, a lot of people who work in shops aren't aware of it as it seems so ridiculous so will sell them to 16 year olds anyway. I work in a shop and it was about a year before I was told myself, I have checked the license that we have pinned up aswell because I didn't believe my boss.

Covered under the intoxicating substances section because of the fuel a lighter contains, the head of a match is also covered in some sort of fuel I think.
On a side note, I got ID'd for buying pritt-stick the other day! Good job I had my driving license. I was pretty shocked.

i was told when i was 16 not to sell groups of things.
like plastic bags and aerosol cans or somethign in case people stick the bag over their heads and start sprying or something liek that | |

The funny thing is that at 16 i think you are still legal to smoke accept you cant buy the product. | |
