Most of Africa is full of regimes with a medieval mentality and modern weapons.
Not only did we exploit the continent for it's resources but we also gave them a dodgy religion to rot their minds.

Think it was a joke about the political climate leading militiamen to prefer fighting with AK47s and an unprotected knob, than have to worry about condoms when they go into a random village. Although I may be overestimating him.
