The thing I've not liked about Monster is you have to know what kind of job you want, and I get the impression it helps if you're already on your way with a career...So, if you have specific qualifications and relelvent experience I'd say it was probably really quite a good thing to do.
thats life. there are many specialist agency sites out there that you can post your CV to deending on your work requirements. Use them, but if its a change your looking for, look at investing in a course/qualification to help you on your way.
BTW. Posted mine on Monster 6 months before I left the Army and got tapped by an agency, but I did have some specialist skills the particular agenct were looking for.
I found Monster quite good. I can't remember which web site I found my job through now. It's worth talking to the agencies. I think Total Jobs and fish4 were other sites I used.

you'll probably fined that they don't actually read the CV before calling you.
they'll search for key words.
'vb.net'
then call you and ask 'how much experience have you got then'.
and you'll reply 'well if you read my CV you will notice that i have no expereince so don't waste your time and dont waste mine.'
you really need something extra on your CV to make it worth putting it on these sites
