Firstly the rules in rugby are not far more clear cut and the ref can have a huge amounce of influence on the game depending on how much they let go or not. Secondly a lot goes on which the players no the ref/touch judge can't see. Malicous stamping, punching etc.

Finally rugby is rife with professional fouls aka cheating. The kiwis have turned it into an art form.
